Every spring and autumn, the same posts appear in market trader Facebook groups: "what weights do I need for my gazebo?" and, a few weeks later, "my gazebo blew away". A pop-up canopy acts like a sail, and an unsecured one at a busy market is genuinely dangerous, to your stock, to your neighbours, and to the public. Most of the advice online comes from companies selling gazebos, and the actual requirements are scattered across dozens of individual councils' market terms and conditions. This guide brings the rules together in one place: what the law actually says, what councils and organisers typically require, and how to set up so that a gusty afternoon is an inconvenience rather than an incident.

There is no single "gazebo law" in the UK, but two legal duties do the work. The Health and Safety at Work etc. Act 1974 means an unsecured gazebo at a public event is a foreseeable hazard you are responsible for, and the fire safety rules that apply to buildings apply to temporary structures at public events too, so your canopy should be flame-retardant (look for BS 7837:1996 on the label). On top of that, councils and event organisers set their own binding conditions, typically at least 12 to 15 kg of weight on each of the four legs. Weight every leg, put the weights on before the canopy goes up, and if gusts pass about 30 mph, take the gazebo down.
What the law actually says
Gazebos, pop-up canopies, and instant shelters are classed by the Health and Safety Executive as temporary demountable structures. No regulation anywhere says "you must put 12 kg on each gazebo leg". What the law does say, through the Health and Safety at Work etc. Act 1974, is that anyone carrying out a work activity (and trading at a market is one) must make sure it does not put other people at risk. A gazebo taking off in a gust is a well-known, entirely foreseeable hazard, so inadequate anchoring can mean enforcement action or civil liability if someone is hurt, even though no statute names a specific weight.
In practice, the specific numbers come from a different direction: councils and market operators write gazebo requirements into their terms of trading, and you agree to them when you book a pitch. That is why the answer to "what weights do I need?" is always in two parts: the practical minimums in the next section, and whatever your specific organiser requires, which is a condition of your pitch and worth checking before every new event.
Weights: what councils and organisers require
Requirements vary by council, but they are converging on similar numbers. St Albans City and District Council, which publishes some of the clearest guidance in the country, requires at least four weights (one per foot) of at least 12 kg each, doubled up with two interlocking weights per foot when gusts of 35 mph or more are forecast. Other councils phrase it more generally: Rushmoor's market terms require gazebos and all pitch equipment to be erected securely and weighted at all times, and several councils simply require a "professional gazebo, weighted down" as a condition of trading.
Where the organiser has not named a figure, the industry rule of thumb, used by commercial gazebo manufacturers and experienced market operators, scales with exposure:
- Sheltered spots (indoor courtyards, walled areas): at least 10 kg per leg.
- A typical semi-exposed market pitch: 15 to 20 kg per leg.
- Exposed sites (open fields, hilltops, the coast): 20 to 40 kg per leg.
These are practical guidance rather than legal minimums, but treat the lower numbers as a floor, not a target. And one warning that surprises people: poor gazebo setup can invalidate your insurance. Using equipment contrary to the manufacturer's recommendations, which includes failing to weight it properly, may void your public liability cover; St Albans warns traders about exactly this. Given that organisers book you partly on the strength of your public liability insurance, a £60 set of weights is cheap protection for the policy as well as the public.
How to anchor, by ground type
On grass or soft ground, use heavy-duty ground stakes driven in at 45 degree angles, combined with guy ropes or ratchet straps. The thin pegs that come in the bag with most gazebos are not up to the job.
On hard standing (concrete, tarmac, paving), you cannot stake, so weight instead: cast iron weights, water-filled weight bags, or sandbags strapped to each leg. Cast iron is the most stable; water bags are lighter to transport but less stable; sand is a good compromise.
Whichever you use, four points matter more than the equipment:
- Weight all four legs. Weighting two or three and leaving one free creates an unbalanced load that can be worse than no anchoring at all.
- Weights go on first and come off last. Attach them before the canopy goes up during setup, and remove them only after everything else is down. This is the standard instruction from both manufacturers and councils.
- Side panels are extra sails. They add real wind load, so if you use them, add ballast to match.
- Reduce your wind profile where you can: adjustable legs at their lowest sensible setting, guy ropes to solid fixed points such as railings where the organiser allows it.
Fire retardancy: why the canopy fabric matters
The Regulatory Reform (Fire Safety) Order 2005 applies the same fire safety obligations to temporary structures at public events (gazebos, marquees, tents, canopies) as to permanent buildings. In practice, that means the canopy and sidewalls of a gazebo used at a public event should be made of flame-retardant material. Councils increasingly say so explicitly; Hastings Borough Council, for example, requires marquee and staging fabrics to be inherently or durably flame retardant and may ask for a certificate of compliance.
The standard to look for is BS 7837:1996, the British Standard for flame retardancy of the fabrics used in pop-up gazebos and shelters. The European equivalents are DIN 4102-B1 and EN 13501-1. Commercial gazebo manufacturers certify their canopies to one of these; check for a fire-retardancy label sewn into the canopy or sidewall, or a certificate in the paperwork that came with the gazebo. If yours came with no fire certification at all, it is probably not rated for public event use.
This is the real problem with cheap garden gazebos. They look similar to commercial models, but they are typically not fire-rated and their frames are considerably weaker. Many organisers now prohibit non-commercial gazebos outright, and some ask to see certification at setup. A quick identification tip from council guidance: commercial and industrial frames usually have hexagonal legs, which are stronger than the square box-section legs on domestic models. A commercial-grade fire-retardant 3m x 3m pop-up starts at roughly £150 to £200, rising to £500 or more for heavy professional models. It is a real cost for a new stallholder, but it is a one-off purchase that lasts years with care, and it is the piece of kit standing between your stock and the weather every trading day.
Setting up safely on the day
Beyond weights and fabric, a handful of setup habits cover the rest of your duties:
- Keep an escape route. At least one side of the gazebo should be fully open or easily exitable, with no stock, cables, or display stands blocking the way out; the fire safety order requires an escape route free of slip and trip hazards.
- Manage cables. Leads from generators or mains hook-ups must be suitable for outdoor use and routed so nobody trips, with cable ramps or covers where they cross walkways. If you are running electrical kit, our PAT testing guide covers the equipment side.
- Stay inside your pitch. Spacing between stalls is there for emergency access; Hastings guidance asks for at least 3 metres between marquees. Do not let your setup creep beyond the space you were allocated.
- Pull the canopy taut. Rainwater pooling on a slack roof adds serious weight and can collapse the structure. Hex-frame gazebos with peaked roofs shed water better than flat box-frame designs.
- Multi-day events: an unattended gazebo overnight must stay fully weighted and secured, and some events require gazebos to be collapsed overnight instead. Conditions can change with nobody watching, so check what the organiser expects.
Wind: the number that decides your day
Most pop-up gazebos are rated by their manufacturers to a maximum wind speed of around 30 mph. Past that point, no amount of ballast makes the structure safe, and the right move is to lower or take down the gazebo regardless of how well it is weighted. Check your model's specification, and treat 30 mph gusts as the default ceiling if you cannot find one.
Monitor conditions through the day rather than only at setup; wind is what changes. Experienced traders carry a handheld anemometer, which costs £10 to £15 and settles arguments instantly. Council guidance (Basildon's, for example) specifically warns against relying on smartphone weather apps for this, because they report forecasts for the area, not the gusts funnelling between the buildings around your actual pitch.
For organisers: what to require and check
If you are organising an outdoor market or fair, gazebo safety is one of the easiest risks to manage in advance, because it comes down to clear requirements communicated before the day:
- State in your event information whether outdoor pitches require weighted gazebos and the minimum weight per leg, so traders arrive equipped rather than improvising with a spare wheel and a bag of bricks.
- Say whether fire-retardant canopies are required, and whether you want to see certification.
- Put wind in your risk assessment: the gust speed at which gazebos come down, who makes the call, and how traders will be told. Larger event guidance (Cardiff's Bute Park, for example) asks organisers to plan actions at 60% and 80% of each structure's maximum wind load.
- Walk the site during setup and check weights are actually on legs before the public arrives. It takes ten minutes and it is the single most effective check available.
- If your event is on council land or a council-run market, check whether the council attaches its own gazebo conditions to the event licence or street trading consent.
